Our client was founded on the premise of delivering sustainable water solutions using innovative, game-changing technologies, based in Singapore. They have an immediate requirement for a QA/QC Manager.

Job Summary:

Implement, manage and maintain client's Integrated Management System (IMS): ISO 9001:2015 Quality Management System, ISO 14001:2015 Environmental Management System & ISO 45001:2018 Occupational Health & Safety Management System.

Manage all QA/QC activities. Responsible for Quality Assurance/Quality Control of client's systems during construction, commissioning and operations phases. This role is a regional role and frequent travels are required.

Essential Duties & Responsibilities:

QA/QC

Implement, manage and maintain Integrated Management System (IMS): ISO 9001:2015 Quality Management System, ISO 14001:2015 Environmental Management System & ISO 45001:2018 Occupational Health & Safety Management System.
Develop, implement, communicate and maintain a quality plan (QP) ensuring the company’s quality management systems (QMS) and policies comply with quality system requirements.
Manage and ensure that the company’s quality inspection processes & procedures are fully adhered to.
Work with each department to create and maintain all procedures.
Prepare and report quality metrics at the monthly management meetings.
Organise and ensure technical staff carry out tests and checks according to QMS procedures.
Work with all functions across the business and region to establish quality requirements from internal & external suppliers.
Drive & lead quality audits – Internal, External & ISO.
Ensure compliance with national and international standards (ISO) and legislation where required.
Formulate and manage the development and implementation of goals, objectives, policies, procedures and systems pertaining to the QA/QC.
Manage QA/QC checks on incoming material and supplied systems, ensuring key quality documentation is provided.
Ensure all company EHS policies are adhered to by the quality team.
Set clear compliance objectives for the quality team and ensure that these targets are achieved.
Agree to standards and establish a clearly defined regular rhythm of quality methods for staff to follow.
Establish & lead NCR (non-conformance report) tracking and resolution across the entire business.
Create and lead a CI (continuous improvement) culture and program focused on eliminating defects, rework and scrap.
Set up and maintain controls and documentation procedures with QMS updates.
Ensure document control procedures are strictly understood and followed throughout the company.
Identify quality-related training requirements and deliver or organise relevant training.
Travel to other regional offices and customer sites as necessary.
Project Support (Whenever Required)

Inspect the job whenever required as per approved procedures, client’s specification, applicable code, standards & approved drawings.
Accountable for the quality and workmanship of every activity, precise knowledge of all aspects of engineering construction relating to Civil, Architectural, and Structural discipline interfacing the multidisciplinary processes.
Responsible for QA/QC documents of the complete project including certificates, calibration, test results, inspection requests, non-compliance reports and site instruction/observations, permanent materials delivered, and other important QA/QC documents.
Ensure quality of inspected items meet project requirement and standard.
Participate in Construction & technical meetings related to projects being executed and potential project opportunities as client's representative.
Ensure HSE requirements are all in place at all time and ensure compliance to HSE regulations and requirements.
Ensure that the construction quality is in accordance with the approved Project Quality Plan.
Read, understand, and implement project related ITP, Procedures, Specification requirements.
Review Documents and Drawings as per specification.
Ensure Material verification against MDR, MIL Cert, etc.
Verify and ensure cutting plan against actual cutting of material.
Perform fit-up inspection against drawing/WPS.
Send daily RFI to client and conduct Quality orientation for piping to PMT/QC/Subcon.
Perform visual inspection and maintain the reports.
Ensure inspectors surveillance reports/ inspection reports are in place.
Ensure outstanding NDE were performed and follow up with NDE team/Contractor.
Maintain latest drawings and raise NCR if any non-compliance observed.
NDE % coverage monitoring and maintain the register as per project requirement.
Attend daily toolbox meeting in time.
Participating on weekly HSE safety briefing and delivering talk.
Conduct weekly quality walk with client/PMT.
Review piping pressure test pack and compiling of weld and material summary reports.
Monitoring and maintaining record of inspection status of piping test packs.
Co-ordinate with Notifying body for site inspection PED approval.
Final document compilation and submission and get client acceptance.
Conduct audits, creating audits finding reports and determine proper corrective and preventive actions.
Carry out other duties as may be assigned from time to time by your Superior.

Requirements:

Candidate must possess at least Bachelor's Degree/Post Graduate Diploma/Professional Degree in Engineering (Chemical), (Mechanical) or equivalent.
Minimum 10 to 15 years of relevant working experience in EPC projects with multi discipline.
A valid welding inspection certificate such as AWS Certified Welding Inspector or CSWIP 3.1. is preferable
Understanding engineering drawings and specification requirements.
Knowledgeable in QMS, Welding Inspection, Quality Assurance and Quality Control System.
Understand piping fabrication/installation inspection and testing requirements.
Familiar with basic conventional NDT methods.
Computer literate and familiar in using basic Microsoft office programs.
Good team player and able to work independently.
Reliable, well-organized and detail oriented.
Good communication and interpersonal skill.
Excellent organizational and strong verbal and written skills.
Knowledge of Health & Safety requirements.

Job location : Singapore West

Salary : $8000-13000 based on experience
